The Planning & Development Board is the principal agency responsible for formulating development plans, coordinating the Annual Development Programme (ADP), appraising projects, and monitoring implementation across line departments. It supports evidence-based policy and ensures public development resources are allocated and used effectively.
Q2. What is the difference between Monitoring and Evaluation?▼
Monitoring is the continuous tracking of project progress—timelines, physical outputs, and financial disbursements—to ensure schemes stay on course. Evaluation is a periodic assessment of overall performance and outcomes, examining whether objectives were achieved, what impact was delivered, and how efficiently resources were used.
Q3. What are the key functions of the P&D Department?▼
Key functions include preparing the ADP and development plans; appraising PC-I/PC-II and other project documents; coordinating with federal and foreign-aided programmes; monitoring physical and financial progress of schemes; conducting evaluations and third-party validations; issuing planning manuals and guidelines; and supporting capacity building across departments.
Q4. How do I submit an ADP scheme proposal?▼
Sponsoring agencies prepare schemes using the prescribed PC-I proforma and submit them through the official channel to the Planning & Development Board. Forms and guidance are available in the Resource Center under PC Forms and the Planning Manual.
Q5. What is the difference between ADP and PSDP?▼
The Annual Development Programme (ADP) covers provincially funded development schemes in Sindh. The Public Sector Development Programme (PSDP) comprises federally funded projects executed in the province. Both are tracked separately in the Development Portfolio section of this website.
Q6. Where can I find active tender and procurement notices?▼

Q7. How do I request information under the Right to Information (RTI) Act?▼
Submit a written RTI application to the Public Information Officer at the P&D Secretariat, or use the RTI section under Miscellaneous on this website. Responses are provided within 15 working days under the Sindh Transparency and RTI Act, 2016.
Q8. What is the Monitoring & Evaluation (M&E) Cell?▼
The M&E Cell is a specialized unit within the Planning & Development Department. It tracks performance, assesses the impact of development projects and programmes, validates progress through field visits and third-party reviews, and reports findings to senior management for informed decision-making.
Q9. Is M&E mandatory for all government development projects?▼
Yes. Under Sindh Government policy and planning guidelines, approved development projects must include an M&E framework and are subject to monitoring by the P&D Department's M&E Cell throughout implementation.
Q10. What are line departments required to submit for monitoring?▼
Departments submit Monthly or Quarterly Progress Reports (MPRs/QPRs) covering physical progress and financial disbursements, participate in ADP reviews, provide data for evaluations when requested, and respond to observations raised in M&E reports.
Q11. What happens if a project consistently underperforms?▼
Underperforming schemes are flagged to the concerned department with recommendations for corrective action. Persistent issues may be escalated to senior provincial authorities or accountability institutions. In serious cases, restructuring, suspension, or termination of the project may be recommended.
Q12. How can citizens access M&E reports and development information?▼
Summaries of performance reviews, ADP documents, and key publications are published on this website through the Development Portfolio and Resource Center sections. Citizens may also use RTI to request specific records held by the department.
Q13. How can a citizen report a problem with a government project in their area?▼
Citizens may report grievances to the relevant line department (Education, Health, Works & Services, etc.) or contact the P&D Board through the Write to Us form. Significant concerns may be referred to the M&E Cell for verification and follow-up.
